Phrase: Bark at the moon

Meaning: To complain about something without much hope of succeeding. You may use "bay" or "howl" instead of "bark".

Examples:
I think you are barking at the moon, and will not get the pay rise. The boss is very mean/stingy.
Asking the boss for a pay increase is howling at the moon. She is very stingy with money.
